This chapter examines the critical role of technology in emergency management planning by focusing on special considerations for its effective use. It analyzes the technology&s;s function across all disaster phases, including early warning (e.g., remote sensing, seismic, and weather monitoring) and communication systems (e.g., HAM radio, satellite, and social media). The discussion extends to advanced applications, such as leveraging geographic information systems (GIS) and Big Data for situational awareness, risk modeling, and enhancing the Observe, Orient, Decide, and Act (OODA) loop. Furthermore, the chapter details emerging technology use cases, including artificial intelligence (AI) chatbots, robotics/drones, and the integration of Internet of Things (IoT)-based smart infrastructure for community resilience. Crucially, while technology is a vital asset, its successful deployment hinges on implementing best practices related to governance, standard operating procedures, policy, and human factors to overcome challenges of interoperability, security, and digital equity.
