Digital Transformation of Municipal Corporations in India: Opportunities and Challenges for Achieving the Viksit Bharat 2047 Vision

Abstract India’s vision of Viksit Bharat 2047 seeks to transform the country into a developed nation by the centenary of independence. Municipal corporations have a central role in this transformation because the quality of urban governance directly affects citizens’ everyday lives, economic activity, environmental sustainability and social well-being. Rapid urbanisation, increasing demand for public services, climate-related risks and growing expectations for transparent administration have created a need for municipal institutions to adopt digital technologies. This paper examines the opportunities and challenges associated with the digital transformation of municipal corporations in India. It explores how technologies such as artificial intelligence, geographic information systems, cloud computing, digital payment systems, data analytics, Internet of Things applications and online citizen-service platforms can improve municipal administration. Particular attention is given to digital revenue collection, solid-waste management, water and sanitation services, urban planning, grievance redressal, traffic management and citizen participation. The paper argues that digital transformation should not be understood merely as the computerisation of existing municipal processes. Instead, it should involve institutional reform, data-driven decision-making, inclusive service delivery, employee capacity building, cybersecurity and sustainable urban development. At the same time, municipalities face challenges including inadequate digital infrastructure, financial constraints, shortage of skilled personnel, fragmented databases, cybersecurity risks, unequal access to technology and resistance to organisational change. The paper proposes a citizen-centric and sustainable digital governance framework through which municipal corporations can contribute meaningfully to the Viksit Bharat 2047 vision.
